the high wire act

For years, I have wondered what this means.  Is this a gang ritual, where the unlucky victim’s shoes are hung from the nearest utility wire as a symbol of gang victory, or unity?  Did someone really die at the spot from where I am taking the photograph?  Or is someone just really tired of their shoes, and wants to get a new pair?
